Okay, this is going to be costly. But, maybe possible. They should have automatic barriers on every major road at about every 500 meters. These barriers should stay underground all the time, but come out on the sound of a gun shot, or by dialing a number on your mobile phone. This should prevent the shooters from escaping. Of course, it would require a major infrastructure improvement. Every road should be repaired, have a side walk, and a side fence. Can this be possible. Yes. i think so.
